NTSC vs. PAL power comsumption

Could the issue with the North American HD100's be the power differential that sets the NTSC format apart from the PAL. I thought I understood that the PAL circuitry and recording as a format required less power consumption and a more even distribution of power. Could it be possible that the hardware sensors and whatever balancing mechanism they've duct taped inside the NTSC HD100's have a much more difficult time finding an equilibreum to function correctly. Again, I''m not a tech-just a disapointed customer with a camera that he's just trying to make the best of.
