Noise/Underexposure?

I apologize for my ignorance, but I have been shocked how much noise I have gotten with this camera. When there is lots of good lighting, it looks perfect obviously, but I would expect to get at least decent footage with a bright room, even if it is not professional lighting. I put lights right up on the subject for an interview and with iso 400, I was getting a lot of noise in his suit. Kicking it up to 800 made even more noise obviously. I tried to get footage of skyscrapers in NYC at night and it looked awful.

I know it isn't the camera's fault, so what am I missing?
