No gain with slow shutter? Why?

I was shooting a short movie event in a parking garage that night (they planned on walking through the city watching shorts on the walls of different buildings, but it was raining, so everything was moved to a parking garage).
As you can imagine, it was pretty dark, and I did not want to get bottles thrown at me, so I wasn't using my on-camera light. 12dB Gain was not enough, 18dB was hardly enough but looked horrible, so I thought I'd try 1/12 shutter. It was an artsy event anyways, so I could have gotten away with the strobing effect.

Then I realized the 1/12 shutter turned off the gain totally. What's the point? Is there a technical reason that I can't use 12dB gain and 1/12 shutter together?
