Just looking to confirm that I can use the Nikon 24mm f/3.5D ED PC-E Tilt-Shift lens with the Optitek adapter on an F3.
Any thoughts?

I have the Nikon 45mm 2.8 PC-E and could try it if that might help?

it works fine with this lens but beware that when shifted or tilted will not mesh with follow focus.

I can't think of any reason it wouldn't work. Optitek allows you to orient the lens properly. It's only bending the light and distorting it within the lens. The lens channels the light the same way coming out of the lens.

I don't think that you'll be able to control the iris with the optitek as the 24mm ( to the best of my knowledge) doesn't have the prong that interfaces with the adapter. I believe that this lens is electronic control only. If you have a nikon body you may be able to set the iris on the dslr and the put it on the adapter but I'm not sure if this will work.
I could be wrong on this, I'll take a look at my lens tomorrow.

you are correct - no iris control.

Then look at the new Rokinon Tilt shift lenses. I believe they are all manual controls. Half the price of Nikon. For some reason they are showing the EOS mount in the pictures of the first two links. In a canon link they had the Nikon version pictures. LOL

I'd bet that in 3 weeks bestpriceoptics has a sale on them.
