I know it's ridiculous. But the results I've had with a simple section of plasitc show that there is room for a commercial product that can provide the same functionality.

Have you tried a mlld diffuser filter attached in front of the lens? Another option is to use "Reduce Interlace Flicker" plugin in Adobe After Effects.
