Need to export HD to standard Def.

Newbie here: So we shot in 720p/24p native files. I'm using Avid 5.24 and am about to upgrade to 5.5, I exported a 2 minute preview on Quicktime and there is noise in the picture. I tried to export to dvd using Digital Cut and the picture is scrambled. How can I convert HD to standard def so that I can put the footage on dvd? Thanks-
