Need immediate help with export in FCE 3.5

I need immediate help. I have a 53 minute video that has to get out asap. For some reason when I exported it everything looked blurred during camera movement. I has some weird line thing going on. I need to know how the best way to export such a large video would be. I need it under 4.5G. Any suggestions?

NTSC, format I used the first time was H.264 in best quality. Frame reorder was on set at every 24. I think this was the problem, my fear is that last time after I started it between the compressing and everything else it took about 4 hours and came out at 1.99G. The size was ok, but the compression was terrible. I don't want to wait that long again and the video be wrong again. Any ideas would be great, what do you all find works best for export compression in longer projects.

I don't want to start a new threat just for this so can someone help me with my compression with Quicktime?
I'm having the same problem he is having.

so
I shot in 24pa and edited on 24 timeline and everything looks good untill I export by Compression using Quicktime.
I think it's making the image interlaced or something so fast movements have those weird lines.

how can I fix this?
