depends what kind of work your gonna do,
1. Trapcode Particular is a workhorse,
2. Trapcode Lux is awesome if you want to render visible light (eg, car headlights, disco lights, light beams, etc...)
3. Andrew Kramer's got a great one called twitch, AWESOME value for money.
4. if you do motion graphics, Zaxwerks Ingvigorator Pro is awesome (but a CPU hog, he he)
5. Magic Bullet Colorista is a NICE color tool
6. Knoll Light Factory 2 is also a usefull one,
it all depends on what you mostly find yourself working on.
AE on it's one is very powerful and can get you a lot further than you think, but the plug-ins listed above are the ones I often use, I own a few other, but they are not used that often as the ones above.

DV Rebel Tools (included in the DV Rebel's Guide.)
The greatest tool in there (although they are all indispensable) is the THUMBNAILING script.
It allows you to have a thumbnail for each shot/layer in your scene/reel/film for ease of comparison for color correction.

the word "purchase" is a very wide concept.......
we've been testing Tiffen's DFX filters for a week now and they are pretty cool, especially if you are a person who likes to play with cameras and matteboxes.The set of filters are not cheap but considering a good 4x4 filter will set u back by a few hundred quid this is an awesome tool for the money.

It's actually pretty straightforward, purchase means you paid for something...simple.
I can sorta understand peeps downloading plug-ins to learn, but the minute you start making money you better pony up for those licenses.
Here's a good quick tutorial on how you can make a cool button for flash using AE and I think he uses Trapcode's Shine to do it.

The entire Trapcode suite is the first thing I load on any new machine.

Just look for light rays in pretty much every commercial, movie trailer, and student demo reels...that's what it looks like.

I use the Trapcode and Magic Bullet Suites the most out of all the plugins out there.
