This is a basic pan and tilt tripod head, suitable for video and photography. Supports up to 8.8 pounds. Includes 3 arms for adjusting pan, tilt and pitch. I don't believe it is a fluid head, but I have used it for video and its fairly smooth. Included is the popular RC2 quick release system.
