Makeshift Dolly

Does anyone have a suggestion for a make shift dolly or a cheap one I could use for a short I'm doing that relies mostly on panning and dollying ground level? Skateboards seem too noisy and I don't have a wheelchair to use.

how much are you looking to spend, because in the "dvx store" forum, theres a quite nice one for around $200.
