Make Custom Transitions with Avid MC's PAINT EFFECT

I made this tutorial in response to someone asking if Avid had free plugins like FCP has with Too Much Too Soon and Eureka. The ability to make flash frame and blur transitions. A few cool effects are doable in Avid with their built in set of options, like the PAINT EFFECT:
