If decent is defined as "will hold up your camera" and "great for locked down shots" or "pretty smooth pans".. go to B&H and look up the Davis and Sanford Pro vista with FM18 head. It's defintely "decent." There are other such options, that's one. If you're serious about pro looking shots you'll be upgrading at some point, guaranteed, but this setup "will work." A budget is a budget I understand. For 450 or so you could do better with a Bogen 503 combo. Much better head.
