I could see these being insanely handy for the price - 48" T8 LED tubes, 5000k… 8 bucks a tube. Ballasts are cheap too. Available in color temps starting at 3500k.
1350 Lumens, so three of these would equal one 55w Biax tube. Not a ton of light but for hidden fill on a set, etc...
CRI is 83 so unless they gel cleanly, you probably would want to use them for backgrounds, fill, effects, that sort of thing, vs a key on skin. But I could see sticking them in ceiling joists, behind walls, or using them as soft keys for matrix-ey style looks if their CRI range gives you something cool in the blues or greens. They're in plastic sleeves so likely could be handled with less care than glass globes and it would be easy to wrap them in gels.
They'd need to be rigged to something like a thin plywood batten or get creative with sawing some PVC pipe open? Interesting though, I'll keep them in mind if I get some crazy narrative problem. Actually I have a still shoot at a bar where I could use some 3200's, but no time before the shoot.
