I've got a problem. 1080/24PA interlacing?

I shot footage as 1080/24PA and I noticed that every 5th frame is interlaced. I shot it on a P2 card, imported via P2CMS and then Log and Transfered into FCP. Anyone know why this is happening?

Pulldown was not removed. Interlacing every 5th frame is exactly what 24pA is.
