Is there such a thing as 23.98 PAL?

Think I know the answer to this but I'd like it confirmed. The 5d and other canon cameras allows the video system to read as PAL in the menu but also to select the 24p mode. Is this actually PAL or NTSC?

it's the usual setting of 23.976 fps

but it's not a trivial question at all: in PAL land, at least some movies are shot at 24.000 fps instead of 23.976
so my question would be: how often does this happen? in PAL land, are features usually shot at 23.976, or 24.000?

PAL and NTSC are broadcast standards. For NTSC that is 720p60 and 1080i60. Anything that is not in those framerates is invalid, so video acquisition at different framerates is either conformed or pulldown is used. In PAL land, those framerates are 25 and 50.

24 is not PAL or NTSC. It's a framerate that is commonly used to shoot film where the tradeoff was between motion/amount of stock used.

PAL and NTSC are SD broadcast standards, not HD. For example, none of the PAL formats listed here http://en.wikipedia.org/wiki/PAL go above 625 lines vertical resolution. 720P50 and 1080i50 are not PAL.

Agreed, and further:

  • PAL and NTSC are composite video formats, with chroma subcarrier (modulated by colour difference channels) added to a luminance signal with sync, blanking, front porch and back porch.
  • References to PAL as 625-line and NTSC as 525-line formats are including both active and vertical blanking lines. In references to 720p and 1080i picture formats, 720 and 1080 are the number of active video lines only.

Canon cameras record at 23.976 fps (that is, 24 * 1000 / 1001). They "round" the FPS value in a way similar to NTSC, even if you select PAL from menu.

You can record at 24.000 fps too, but only with Magic Lantern.

The Nikon D4 and D800 will record 23.976 FPS rather than 24 FPS, regardless of the [NTSC | PAL] menu selection. (see page 429 of the D800 user manual).
