Is there a software equivalent of 'in camera' 50i to 25p.

I understand that some camera convert interlaced footage to progressive in camera, is it possible with software to do this well in post. I have interlaced footage I want to make progressive, all I can find are posts about deinterlacing the footage to make is progressive, which for me doesn't give the typical stuttery look of progressive I desire.

DVFilm Maker can do it and much faster and cheaper than MB.

If you want it to look stuttery then shoot at plus normal shutter speeds
i.e. 1/100th sec.
