Is PAL more blurry?

I have noticed that some PAL DVX footage seems to be a bit more blurry than the NTSC. I'm wondering if there's a reason for this or maybe the way the footage was edited.
If I bring 24pa footage to the timeline (Vegas) and then edit it in a project setting of 29fps then I see more of that PAL quality but it does get to be a bit too much at times. I know you're supposed to edit in 23.9fps but I was just being curious if other people are experimenting with other setting in the project settings as well.

Actually PAL is better than NTSC, so its probably your DVX or your NLE

How is it better than NTSC? I know that PAL captures at 25fps but what else makes it different? Is that one extra frame enough for our eyes to catch the discrepancy?

Technically Pal has more resolution. Ntsc has more frames. So NTSC would handle motion better because of more frames. For slow shots with not much of movement PAL handles better. But this is theorotically. I dont know in real life if the eyes can actually make out the difference !

He is referring to fields. Anything shot on a NTSC DVX records at 60 fields per second, on PAL its 50.
