is my camera shooting 23.98 instead of 24?

When the camera is said to shoot in 24p, does that really mean 24 frames a second or does it mean close to that? According to Toast all of my clips are being recorded at 23.98 frames a second so I have to manually type in 23.98 when I capture.

Does this seem right?
