GH3 Is bit rate the main difference between AVCHD (24mbps) and MOV (50 mbps)?

I'd like to know the difference between AVCHD and MOV files as implemented in the GH3 for 24P. A few hours of web searching hasn't revealed much of interest except this (slightly edited):

The MOV mode uses the same sophisticated compression as AVCHD (CABAC, high profile, 2 reference frames, etc.) but packaged as MOV and at a bitrate that is almost twice as high as AVCHD 2.0.

I'm not concerned here about the differences in folder structure, real-life video comparisons, or how lengthy clips are handled, just the compression techniques used.

So, is the above quote on the right track? i.e. both AVCHD and MOV on the GH3 use the same compression technique, but the AVCHD runs at 24 Mbps (limited by the AVCHD spec) while the MOV can run at a higher speed because it is not AVCHD constrained. To put it another way, if a MOV recording on the GH3 was set by Panasonic engineers to run at 24Mbps, would it contain exactly the same video data as an AVCHD recording set to the same bit rate?

In your responses, feel free to talk about 'CABAC' and 'high profile' and IPB and such things. The more technical, the better. Even though I don't have a good grip on such terms at the moment, I can look them up. I'm here to learn.
