Internal battery charge question

Regarding the internal camera battery that saves date, settings etc and eventually needs charging to retain info if it not used for a long period of time:

On these Panasonic cameras (such as AG HMC 150) if you attach the battery and leave the camera powered off will the internal battery charge?
Or must you plug in AC power cable and leave it powered off?
 
The manual says the 150 needs to off, and plugged into the charger for at least 4 hours to charge the internal battery.
I tried using just the battery, but it didn't work. It is on the charger now. (Hoping the battery is not to far gone)
