Interlaced lines on Progressive.. BUT....

Here's the issue. I understand the whole thing about having blended frames on an interlaced display. Here's the problem:
I shot regular 24p (not advanced). I captured my footage with Premiere Pro 1.5 and made my sequence (with a 60i timeline). Now, when I play it back from the timeline on my monitor that's plugged into my deck (the monitor has an interlaced display), I get a REALLY obvious flicker which is the blended "frame." Now, when I play the raw footage directly from the tape, I don't get this extremely obvious flicker. When I export my edited sequence back to my tape, I still get this obvious flicker. How come I get this flicker from putting my footage into Premiere but I dont get it when I just play the raw footage back directly from the tape? Also, to make things more complicated, I noticed when I apply any type of effect like color correction or brightness and contrast adjustment, the flicker completely disappears after rending it. I also noticed that if I use Premiere's 24p timeline, I do not get this flicker at all so it has to have something to do with that blended "frame." I tried importing my entire project into a 24p timeline but some of my cuts didn't match. Anyone have an explanation or idea for me? I was thinking in order to get rid of the flicker "frame," I should just apply a slight image correction (something barely noticeable) to all of my footage in the timeline. I don't know... haha
Any help would be appreciated. I'm not sure if this is a Premiere issue so I just posted it here.
Thanks!
