I am trying to import a photoshop file into final cut. It's a PSD file, but I changed it to a Tiff and Jpeg and I'm still having an issue. In photoshop it has a transparent background, which I want.. but then I import it into final cut and the background turns white. How can I import a title with no background (just transparent) ??

When imported, a layered photoshop file acts like a sequence. You can double click it in the bin and edit the visibility and timing of it's individual layers.
For what you're doing however, you might be better off importing your graphic as a PNG. From photoshop select "save as" and then change the file type to a png. (If you use save for web make sure you select png-24) It will fully support the transparent background you're after.

You need to create an alpha layer/channel in order for this to work.
Using a transparent background does not create an alpha channel.
