im sorry in advance and i know that there has to be an answer for it here on the forums but i think that i tried every possible solution that i saw here

is there any way to film in a low light condition with a d90 and a 1.8 lens?

iv tried using a led flashlight, iphone white pictures and every other tip that i heard and nothing works for me i always get lines on the video or noise...

in a daylight situation this camera takes good video but its not possible to film with it at night im starting to think that there is something wrong with the bulbs in my country

please help me

You are getting this because you need to let the shutter speed "auto adjust". If you leave it run for a minute, it will adjust until there is no flicker. You also need to force your ISO low. (Point it at a light, then lock it) That should do it.

and make sure u change AE lock to HOLD AE, so u just need to press the button one time and it still locked.
it works most of the time, but u'll have to spend sometimes 3 minutes before getting less flickering.

i've found out that if u point at one place, then suddenly change direction and pushing the AE button it magically get rid of the banding/flickering even more, sometimes completely.

try a few times and see if it helps, it did for me.
but sometimes depending on the kind of light u have its impossible to get rid of this.
fluo/neons are really annoying and i cant get rid of the banding, now other bulbs are not a problem anymore, if u have the time to find a good AE locking spot.

good luck ;)

and also, a lot of people seem to miss this, you're supposed to get noise in low light. the less light the more noise. if you want less noise you either add light or you underexpose. the flashlight trick does the latter.
