IDX Charger Question?

Finally got my charger and am attempting to charge two E7s and when inserted in the charger, only one red light comes on. Is this normal? This is either when I insert in bank 1 or 2, the first bank used, that light comes on. I can switch batteries around and it's no different.

This normal?
