i cant get the new edition. can i rotoscope alone in final cut pro? or could i import a file from after effects?

Final Cut is an editor. I'm not aware of any way of doing rotoscoping without the use of an application such as After Effects. You can do some fun stuff with the green screen and other shot composition features but true rotoscoping (lightsabers come to mind) are best achieved with AE.
