I can't seem to get my WB to work...

I'm having troubles with my manual WB adjustments...followed the user book and all that. the only thing it will go to is the presets the camera came with...how do I fix it/do it right??? (I am sure I am doing it wrong). But some advice or input would be cool...it is getting frustrating...
