start over with a preset for DVCproHD 23.98 and when you drag your movie to the new sequence, say "no" to changing the timeline setting to match the clip settings.
 
If so just give me a quick run down on what to keep and what to get rid of because Im considering just making it less than a minute.
 
on all of the stuff that I didnt letterbox I can put the aspect ratio to 0 in distort but that appears to distort it a little bit. It was imported as 33. something
