To get to News Gamma, you have to use the Video setting for Operation Type under the Scene File menu. Once you do that, you can just turn News Gamma On.
You could also set this in a scene file on your SD card and use Card Functions to load that. Set 00005008: 0 in the file.

Yep, you have to be in video cam mode, and 60p or 60i IIRC.
