HVX, 2 stops slower?

Is it true that the HVX is 2 stops slower than a DVX? I was told at a rental house that it was only slower in the HD mode and not SD, is this true? Anyone know the straight poop?
 
Depends on if you're shooting 60i or progressive on the DVX.

24p to 24p, the HVX is one stop slower.

60i to 60i, the HVX is two stops slower.
