Is it possible to shoot slower frame rates and formorm them to 60p in post?

How do I access these frame rates??

You wouldn't use variable frame rates for that. You'd use Interval Recording. Recording Setup>Recording Format 1080i/60i; Rec Function>Interval Rec. Set the interval in Interval Time.
