How to get this effect?

At 00:28 and 00:53, he does some sort of fast motion....I know how to increase the speed of the footage in Premiere, but I don't know how he got it to look so smooth. Any ideas?

The simple speed changes can be done with Premiere Pro but I also seen some good dolly work. The orbital pan was just good dolly work. Nothing to complex from what I seen unless I missed something.
 
My guess without too much more to go on would be After Effects, time remapping, and frame blending to smooth out the speed sequences. In AE you can adjust the velocity of of the 'keyframing' using bezier curve type modifications. I've not tried to do this with Premere. I've had a bit of problem understanding the knobology of Premiere's time keyframing...

Premiere Pro has good time remapping features.
