As far as I know, the lowest you can set your shutter to in video mode on the 5D Mark II is 1/30.
It won't be the same thing but you could try taking multiple photos at your desired shutter setting by using the same technique you would for time-lapse photography. You could use small jpegs, which is still larger than 1920x1080.

Dont use video mode.
Set it to rapid fire mode for stills, and shoot a bunch of Medium sized Jpegs with a 1/3 or 1/2 second shutter....
