How to capture 30p footage?

I have a two-camera dvx100a & dvx100b shoot in 30p that I am trying to edit in Premiere Pro. Unfortunately, the captured files have interlace artifacts because I have not made Premiere Pro aware that I am capturing 30p files.

Questions:

1. How do I set Premiere Pro to capture and edit proper 30p files? There is a template for normal DV and 24p, but none for 30p.
2. Is there a 3rd party capture application that will properly capture these files without worrying about project settings?
3. Is it ok to capture from a 3rd camera that does not record in 30p? In theory it is just transferring the data stream, correct?

Thanks,

-Mike
