How to adjust framerate to 2fps!

I know theres a away to bring up your scene file text on the computer and you can manually change everything, I just dont know how to do it. Can someone help me out? My buddy has this scene file of 2fps and it adds such a cool affect. Please Help

awesome. thanks a bunch. shutter speed at 350d syncro scan at 350 and 720/30pn makes an awesome time-lapse affect.
