How do you film characters smoking cigars?

I saw Coffee and Cigarettes and was wondering how the heck an indie filmmaker could get this made today. My state has no smoking in bars but actually has an exception for theatrical performances. One famous bar actually had theater nights where you could smoke if you dressed up as a character in order to get around the smoking ban.

Anyways it would be legal but I doubt too many bars would want you stinking up their place with your movie. Do they make cigars that make smoke that isn't smoke? Would you rent a studio and build a bar? That would get expensive.

Any ideas?

Does your state have any cigar stores with an attached bar or lounge, there might be a legal exception in that context?

No smoking at any bars. We do have cigar stores and lounges without drinking so that might be an avenue.

There is an exception for theatrical performance in the law, so filming a smoking scene at a bar or restaurant is legal. It would be more of a matter of getting permission for this. I'm not sure a nice lounge would want you stinking up their place for your little movie.

Found a site that cells herbal cigars. I guess that's what they use on things like Mad Men.
