I'm not sure I'm seeing what you're looking at.
In that time frame, there's a video layer transitioning to another video with the Vapor Across looking filter (plug-in for FCP) and another layer of something overexposed set to "screen" or "add" that just flashes up. I don't think the bland mode was animated at all, unless you mean the opacity on that layer.

Yeah, it doesn't look like anything more than a layer animated over the footage for a transition.
I'd recommend looking up some of the regular AE tutorial sites to understand the program better (creativecow, videocopilot, etc.). No offense, but you've started a few threads recently just asking how to do some pretty standard stuff. I realize you might not have much experience with the software, so I think you'd get a lot out of them.

It would be helpful for you to leave the example you are looking at for others to see... it is a bit 'selfish' if you delete the example, once YOU have gotten an answer for your question.
It appears you have done this a number of times now.
