How Do You Convert Still Digital Images To 16:9 Format On Computer Not Camera

Hi. I'm making a short film with an anamorphic lens. Could any one please tell me how to convert still digital images into the 16:9 format using a computer, not the DVX100, as I want to protect the original image colour and resolution.

Also, is there any special pixal shape or related technical issue to worry about when preparing to export the image for use in the edit file? For example, any recommended image file type, jpeg, Tiff etc.?
