How do I move items vertically on the timeline without moving them horizontally? I need to reorganize my tracks and move things up and down only. Is there a way to lock things down horizontally while moving vertically in all safety? I do not want to change their horizontal position acidentally. How can I lock the horizontal movement?

I've always just dragged up and dropped, and hit undo if the spacing is messed up.

Sorry I couldn't be more helpful, I'm really not sure if theres a way to lock horizontal position while doing this

That method is not reliable. You have to zoom in to check it and it takes too much time. There must be a way. Perhaps by holding down a key.

If you have 'snap to' enabled a solid black line will show up, indicating the previous end points of the clip. If you get it close the clip will snap to that position. Just make sure you're zoomed in enough to notice a difference. I use this constantly with synced and unlinked tracks, which would be messed up if even one frame changed.

Snap to looks like a magnet in your toolbar on the top left of the timeline. Pushed in is enabled. It causes clips to be drawn to the end points of nearby clips on other layers or to the ends of adjacent clips on the same layer.

CTI is 'current time indicator', as Google would tell you. It's the bar that selects where you are in preview. If you line it up with the end of your clip (which you can do with the 'previous cut' or 'next cut' buttons on the preview window) you can line up your clip move with that bar. Again, make sure 'snap to' is enabled so that it will automatically want to line up on that spot.

The short answer is no. There is no way to 'lock' a clip from sliding horizintally when you move it vertically. You just have to be careful.

I believe if you hold down control and drag your clip around, it will turn on snap to momentarily. Might help.
