How do I make these titles?

At the beginning of the video there are titles in his hand. How do I create these titles?

Use your text tool.

Keyframe them at the top. Move to where the hands stop. Keyframe them there.

OR Motion Track the hands and parent the text layer to that.

I was talking about the texture and light effect.

That's a linear ramp on the font, plus a lens flare.

It defaults to linear.

Hawk Teflon is correct in suggesting that you either keyframe or motion track your hands and use that data to dictate the motion of your text.
