How do I get the same effect?

Hi, I'm an IB film student from Yangon. I just started and I need some help. There's a music video by Linkin Park called "Numb." There's an effect in there where the girl is in real-time but the background and everybody else is in fast-forward. My film project is about time distortion, so I would like to use that effect in my film. I would also like to to know how to do the opposite, slow everybody else down but not the main actor. How would I get the same effect?

i always wanted to do a scene when the character is in slowmo, but the background is sped up... chances are, i don't have the patince, or the software, but i'm looking forward to the rssponses.

and just where is Yangon...i forgot how to Google :-)

1) Greenscreen
2) Rotoscoping
3) Have the actor move at a different speed than people in the background, manipulate speed in post.

I think the easiest way to do it is to have the actor and audience moving at different times. If I remember correctly in the numb music video, the actor is moving slowly but the background is moving quickly. The concept behind that is the actor is actually moving slower, while the background is moving at regular speed. http://www.youtube.com/watch?v=VLdUAaLRtZI Watch that video for more info. The reverse would be the actor is moving at regular speed, and the background could be moving slower than usual? Then speed it up or slow it down in post. Try experimenting with these concepts.
