How Do I Create This Effect?

like the smell of money in the morning, although i don't usually agree with people trying to duplicate things from other bad productions.

you can make images of the distortions and artifacts to make small transparent clips on top of the video animated a bit, fairly simple but would take some time to make, and i have seen much better low signal distortions in the past.

and added timed fading to the clips.

Thanks for the comments arrrahmy. I agree it's not the best I've seen, but it's a lot better than what I've been able to create on my own. I'm looking to bring someone on board to help with this. I'm doing a feature film which is 90% done. Just need to do a very cool opening sequence during credits.
What I want done is beyond the scope of what I know.

What's "timed fading?"

the cuts between the signals, fade out to back before the cuts.it wasn't done nicely cause it was video, then effect, then cut to black and (repeat) in the teaser, but it could have been a bit better how the signal gets cut, or like electric spikes happens when you would turn off a monitor or tv instantly or something like a digital signal getting choppy before it's lost.

What you're looking to do is create/simulate RF interference and bad signal reception. And this is an effect not at all unique to the trailer... so you aren't really "duplicating" anything from any one production.

There's a great tutorial on CreativeCow about using Motion to create a Star Wars-style hologram. Most of the techniques in that tutorial can be used to do what you want.

As for the fades to black in the trailer... those are edits and transitions that are completely apart from the aforementioned effect, but are still effective for the trailer. You can also do cuts-only edits to TV snow (white noise) to enhance the sequence.
