How do I avoid "lines" when people move quickly?

Hi, i've noticed in a few of my shots, whenever people move quickly, there are horizontal lines that appear on their motion.

How do i get rid of these?

I've recorded in 24pa and exported as an uncompressed .avi file.
 
I believe so, I imported my clips into adobe premiere pro 2.0 under a 24p timeline, and I had "remove pulldown" selected so that it displayed the framerate as 23.976. Whenever I unchecked remove pulldown, the frame rate switched to 29.98.
