Hot Shoe Adaptor

I'm attempting to use a Lite Panel Mini LED Panel using the hot shoe on top of the DVX100A. So far it doesn't work and I'm not sure whether it is the Lite Panel or the hot shoe.

Is the hot shoe on the DVX100a always 'on' or do I have to turn it on?

There is no hot shoe on the DVX. It's a cold shoe.
