Horizontal Lines of Annoyance

So a couple months ago I shot a music video for a band in Chicago. The band leader had some experience and wanted to edit it himself on his PC using Premiere. I have yet to see the final footage but he sent me some stills of a weird effect that he's run into when adding filters.

This is a long shot as I'm not entirely sure what he did but he says it occurs frequently. I know that's not much to go on but if you guys have any ideas I'd love to hear them.

I searched the threads and couldn't find any on this topic. Thanks for helping!

Is he doing any stair-stepping removal? See the sticky's here for details if not.

It may be an interaction with that, or he's somehow interlacing it along the way. Does it still look like that without the filters on?

He did not do the stair step removal. I use FCP and trying to help him troubleshoot problems in Premiere from another city has been a bit of a headache to say the least.

ahh thanks for the help everyone! He seems to have fixed it. Hopefully he'll post it online soon and I can see what you guys think.
