Not sure, I haven;t seen this particular type of device, although I know of similar devices known as 'vortex tubes' they work by passing pressurised air through theses tubes causing a drop in temperature via kinetic separation or turbulent migration (but we are not 100% sure which one)

I'm not sure if thats what that device is in your link, but the bottom line, engery in = energy out.
