So I am planing to use these setting for my 5D once I receive it since I just ordered it.

-Set Dial to Manual
-ISO: 160
-Shutter: 1/48 < curious if they give you the option to do 1/48 or 1/50?
-Sharpness: All the way down
-Contrast: All the way down
-Saturation: 2 notches down

- I am guessing I am not going to touch exposure? and just brighten my image using my ISO or Aperture? I have not read a whole lot into the exposure setting

There's no 48, so you use 50 for the shutter. With your camera facing the scene, press the shutter release half way down, the camera will tell you about the exposure. From there you can adjust by opening or closing down the aperture, adding ND, or changing the ISO depending on what you're trying to compensate for and what look you're going for.

If you search Prolost.com, Stu has a guide to setting up a "flat" picture style you can save as one of the user presets - I seem to remember it being pretty close to what you're describing. I don't have my camera in front of me to double check, but I just did a short documentary shoot with that picture profile and it definitely works (assuming you want to do the secondary color correction in post).
