Berg,
You need a Video mixer or a Chroma or Luma Keyer.
Making a DVD with all your ads in it and just having that loop as the overlay source is a good plan.

As I doubt superb quality is critical ... anything with any sort of "keyer" should work. If you are unsure of one you like the look of, post it and I can confirm.
