Help! Motion stutter....

Okay. So, I shot a project in 24pA with my DVX. I capture into Avid in a 23.976 project. I export as Quicktime reference file and open my MPEG encoder (TMPG Xpress). I can see interlace artifacting when I play the footage in TMPG and when I simply play the file back in Quicktime. I burnt a test DVD and I get horrible motion stutter. Can anyone help me? My project is due this week. Thanks.
 
I have noticed horrible interlacing when using the dv25 codec, even after doing all the mixdowns to try avoid this.
If you try a different codec you may have better luck. Sometimes I actually have to resort to spitting it out to tape and recapturing it in rder to make a non-interlaced DVD.

Avid 1:1x
Avid DV

Avid Meridian (compressed and uncompressed)
DV/DVCPRO - NTSC
Sorenson Video

H.264

I don't know which to choose. There are others, but these seem to be the important ones. Thanks for the help.

ADDED: Size is not an issue, as the piece is only 10 minutes long. Quality is my main concern.

I solved the problem. Turned out, Avid was interlacing all my footage because there was 60i footage (for slo-mo) on the tapes I captured as well. For every chunk that had any 60i footage, Avid was interlacing that and the only solution was to recapture, sans the 60i footage. It works now, but it wouldn't allow me to relink the media, so I've been up all night re-editing the entire thing.
