Hdmi out with side cropping not working! Help!

I need to have the HDMI video out crop to 4:3 but it isn't. I have the camera set to to record 30fps at 1080p. I set the video out as "side crop" but it gives me the "squash" instead. I am sure it is just some setting some place but I can't figure it out.
 
I guess nobody knows? I did some testing and the side crop works fine when connecting a monitor to the RCA video out but does not work on the HDMI. Am I missing something? The manual does not say anything about the side cropping only working on the RCA. As it is I was able to do a work around and use the RCA port instead.
