HD question

When I use an HD file in Premier or After effects, but my project size is Standard 720x480 the HD file must be sized down to fit to something like 45%. But I have the option to reframe it at the larger size. In vegas, it seems to automatically scale down, I am not sure how to scale it up to reframe it. Since I am exporting to Standard DVD I don't need the full HD frame. I hope this makes sense.
 
hehe, I see that now. Dumb question. It just seems reverse of what I am used to. But I see how it works. Thanks David.
 
oh, also the playback of footage in the timeline is choppy, is there a way to do a quick render for previews? Premier was just hitting enter to do this.
